Description

Through our framework agreement with Hounslow Homes, United House is regenerating redundant council housing to produce a sustainable extension to the existing community of Feltham. Previously the site of an empty former sheltered housing block and 32 walk-up family maisonettes, United House led in securing planning consent for a new mixed tenure development comprising:

  • 22 affordable rent and shared equity apartments
  • 10 affordable rent family houses
  • 36 private apartments.

Challenges

The sheltered block with communal baths/WCs had been empty for some time and designated as unlettable. It was unsuitable for refurbishment and land-locked sitting between the popular Rose Gardens Estate and two older blocks of maisonettes bordering Manor Lane.

As part of our regular dialogue with the London Borough of Hounslow and Hounslow Homes through a framework agreement United House were asked for proposals. Our solution was a redevelopment that would provide existing residents with new homes, partly funded by cross-subsidy from private sales.

A number of consultations with local residents and stakeholders took place and feedback was input to the design process prior to making the planning application. The project team took the comments made by residents into account in finalising the project. In particular parking proposals were revised to incorporate the existing underused garage area next to Moss Gardens and a toddlers’ play area was included.

How we made a difference

High quality design is vital in creating safe and secure places where people aspire to live. Places that are designed well and based on best practice guidance can assist in deterring crime and anti-social behaviour in the community. The scheme adopts principles of Secure by Design, creating direct, safe and attractive routes that are suitable to the needs of everyone, including the elderly and disabled. All the new homes are planned and will be constructed to Lifetime Homes standards.

The design for the redevelopment has maximised the site, using the site constraints as opportunities to create large, well planned homes with good quality amenity space. Natural surveillance has been vastly improved by orientation of habitable rooms and strategic location of new buildings. The proposals have been designed to follow the principles of spatial planning and as such, the design is fully considerate towards the site context and seeks to integrate with surrounding land uses and local facilities.

The development agreement provides for construction in two phases, United House Limited is building affordable homes under JCT contract which existing tenants and leaseholders will move into on completion. This will ensure vacant possession of the remainder of the site for acquisition by United House Developments to build the private apartments.
